GP3 question?

I remember when gp2 first came out I had a p133 with 16mb RAM the game was very playable and the graphics were great in the hi res mode, only had to turn off a few details and the game ran very smoothly. But just one problem whatever car I drove it had much more power than computer opponents so there wasn`t much of a challenge even though I had all the driving aids turned off. That meant I would have to wait over a year until someone came up with an engine-power editor to bring back my enthusiasm for a great sim. My question is will that be the case for GP3?
