you can practice by yourself offline, but you have to go through
multiplayer, just act like your hosting a race

I will add that it is because the ai cars don't run offline.
You can practice all you want. You will need N2 and N3 or NL too.

To run the ovals in GPL? You can do it through the regular training menu...
No need to run 'multiplayer'...

You can also get at the tracks through training. Though this doesn't
produce a lap record, whereas I would assume that multiplayer does.
