Does N3 multi work on a client computer using win98 internet sharing.
If it does do I need to change a registry setting.

It should, I have it working on a system that is sharing it's connection
using Wingate. Only one machine at a time can race, unless one acts as host
and the others on the LAN connect to it by IPX. If the host is set to
accept all connections then people from the net can join too.
It works fine with Windows 2000 RC2 ICS. If it can get through _that_, you
should be fine :)
I have done Nascar 2 through W98SE's ICS to TEN, and had no problems at all.
Just be aware to kill off any background junk you don't need on the ICS
machine and don't have _anything_ running on it, or it will***up your
latency times. W98SE doesn't handle this as well as Win2000 RC2, but this
is to be expected.
