If you are referring to SP3 for Windows NT, you cannot obtain it anymore (save
someone sending you the .EXE or an old CD containing it).
Service Pack 5 is available from Microsoft's web site. If I am not mistaken,
SP6 was recently released as well.
These Service Packs are patches to rectify issues with Windows NT. As a
baseline, most NT machines require a minimum of SP3 to run most 'new' apps (I
also believe SP3 is the newest to include DirectX support).
Head over to Microsoft's web site and get yourself a copy, but bring a good
book, beacuse they're generally between 25 and 35MB COMPRESSED........

Service pak three is a huge massive project done privately by
Gunslinger. He took all the created cars to date and scrounged up real
world pictures for each one, that alone is amazing, 155 cars and
pictures. But he also added a trans Am series, an Australian V8 Touring
car series, a host of program improvements. It trully is a monumental
undertaking. The dload is like 125 megs, (broken into 40+ 2 meg files)
DO NOT ATTEMPT TO DLOAD IT WITH NETSCAPE. YOU'LL GET A CORRUPTED FILE.
IE 5 or better yet, Gozilla or Getright(two very good download managers)
will grab the files correctly. You can even use the dload managers to
schedule dloading while you are asleeep.
SCGT may not have the physics of GPL. but GPL sure doesn't have a used
car lot as big as SCGT's :)

Service pack is a term Microsuck uses for bug fixes. They will probably
be available at their website. You can find their website by going to
the google search engine (www.google.com) and typing "more evil than
satan himself" as search parameters. It'll be on top of the list.

The 3.0 Service Pack is a complete redue of SCGT with 155 correctly
painted cars,including the Riley & Scott,and the Silk Cut Jag to name a few.
The Trans-Am series instead of the GT-Q class, and the V8 Touring cars.
There are many other changes to the siml. You can read about all of them and
download it from Techware. http://techware.gtinsider.com/ but be prepared
for the longest download of your life.
