Simple question, where is the measurement for the bump ***s in GPL taken
from? Is the measurement the size or position?

The size or length (depth?). The longer the Bump ***s the earlier they
come into play but the effect is more gradual. If you can cope with the
sudden stop of suspension travel the set them as short as poss.
