I recently installed the TPTCC '99 patch from The Pits. Everything works
great except I don't know how to paint my car. I've looked through the
TPTCC pages, but I haven't found anything about a problem with painting
cars. Any help is greatly appreciated.

You need to rename the Touring car TRK file to a CAR file, move the CAR file
from the "Trucks" directory to the "Cars" directory, then go back into Nr99 and
select your car in the CARS menu.
