Why is is that I cannot change the wing settings or gear ratios in
'Career mode'. Am I doing something wrong,or do I need to change it
before hand,and then save, and load it?

You start out with a basically stock Viper and then progress through the
career mode earning cash to purchase various upgrades building a
progressively more competitive machine. Depending on the upgrades you
purchase, you will then be able to make these adjustments.

You need to earn some more cash so you can BUY adjustable wings and gearbox.
