Can someone point me at any sites that have any info on editing tracks for
TOCA or the Nascar series, am especially interested in the files formats for
the tracks.

Try contacting the people at the US Pits, these guys do a ton of stuff for N2.
More related to the GPL but may be of interest nonetheless GPL track editor
project.
