I have to back out to windows and start the game again every time or
else it locks up after loading the next race. Doesn't matter if I don't
change anything and just hit "Race Again", same results. Otherwise,
runs perfectly. Any suggestions appreciated.

I am sorry, i cannot help, but I experience quite the same pb.
each time I start the game for the first time, my pc locks up. I then
have to reset it, reboot and this time everything works fine. I can then
race again as often as I want without any problems...
?

I tried pretty much everything, even messed about with replacement
video/sound cards to fix a problem with NFS3 crashing.
It turned out it was a CDROM problem! I grabbed the crack, installed
the game 100% to HDD, and have had nary a problem since... no
crashes, lock ups, nothing. So, try update your CD drivers, or try
install to disk. Dunno if it'll work, but it did for me.

Try changing the sound from Direct Sound to Stereo. Fixed it for me.
