Can I turn nighttime driving and rain conditions on and off? or are
they random? I've been driving for hours and its still daylight and
no sign of rain!

Geezz mate the manual wasnt that thick :)
Go into the tracks menu where you actually see the map of the track and you
will see the options for night and weather. Also in the tournement if you
select expert they will be random.
