Trying to improve Formula 1 97

I'm operating with AMDK5-166Mhz; 32Mg RAM Mystique 220 4Mb Diamond Monster 3Dfx 4Mb 8X CD 2.5 Gb HD with windows allocated 101Mb swap file. When using Formula 1 97 using Glide, the simulation is slightly "jerky" in practice and qualifying modes, but virtually unplayable in full race mode. Sometimes halts the screen for a full 1-2 secs (in association with hard drive activity). Using D3D it's virtually unplayable at all. My question is this. Assuming I can only afford to make one change to my system, which is likely to contribute most to improvement:- Faster processor, more Ram, more video memory, more accelerator memory, faster CD, or tinkering around with swap file?
