Wheels, more turn, more resistance

My wheel is a 15" Grant GT. I have a 4" pulley connected to the wheel axle with a length of curtain cord strung through the pully parallell to the floor at the center of the pulley. Turning the wheel winds up the cord and pulls two springs, one at each end of the cord. It also starts to lift two 10 pound window weights, so the more you try to turn the wheel, the more resistance you get, and when you let go, it self centers like crazy with no *** back and forth from center....
