After a yellow flag, just before the race goes back to green, the cars that
are a lap or more down line up on the inside, and the cars on the lead lap
line up on the outside. This gives the lapped cars an opportunity to get a
lap back.

In Winston Cup racing (and most other divisions of NASCAR), except for
the last ten laps of the race, lapped cars and lead lap cars form
independent lines and restart side-by-side ("double file"), similar to
how they are gridded at the start of the race.
The reason is to give lapped cars a shot at getting their lap(s) back.
(All for the "show"; I'm not sure it makes a whole lot of sense from a
purist racing point of view, but it sure does make for a good show!)
