I was running a "realistic" quick race at Talladega. On about lap 20 or
so, I hit the wall and sustained enough damage that I knew I would'nt be
able to keep up with the leaders. So I decided to, "accelerate time" just
to see who ended up winning. However, the "accelerate time" feature
seemed to do nothing. The laps were never updated, nothing! Then, just
to check I ran a championship season race and accelerated time there to
see if it would work or not. It worked just fine. Is there bug in the
quick race accelerate time feature?

If you asked me...I would say that it is a bug. Papyrus may have had their
reasons...but I have noticed that if you pause a race in progress and then
attempt to accelerate the time you are out of luck..it will remain frozen.
As long as you don't pause before exiting to main you can finish the race
in accelerated mode.

towed to the pit
before it would let me accelerate.
