You must be running races shorter than the actual pit window in a real
Winston Cup Event. To change the AI cars' pit window, edit the second
and third number on the SPDWY line. The AI cars will pit roughly in a
number of laps between the second and third number.

I haven't tried it with NASCAR2, but if the track.txt files still work
the same as NASCAR & ICR2, one can change the "pit window" for AI cars.
Open up the track.txt file related to the track in question and change
the last 2 numbers in the SPDWY line.
But, why would one need to pit when there's still fuel in and ***
left on the car? Run longer races. An average of 33% length will
usually insure at least 1 pit stop.
