Depends on the site. would take any notice at all and the rest fall in between. The other possibility is an e-mail or snailmail copy to the US Post Office (if there are US addresses in the chainmail). They prosecute; according to a recent FAQ on the subject chain letters are illegal in the US regardless of the distribution medium.
