I have heard that there is a utility somewhere that allows you to
merge replay files/segments together. Does anyone know if this exists
and if it does, where to get it? Would be great to be able to create
highlight reels like the late news uses.

I believe what your looking for is at "The Pits".

Go to the "Work shop" page. I've never used it so I really don't know if it
will serve your purpose.
