I am running IndyCar Racing II on a 486 DX2 66mhz with 8mb of RAM.
Will adding another 8mb of RAM make a significant difference in game play?
It runs smoothly in VGA mode but I would prefer to run it "smoothly" in
SVGA.
Will 16mb of RAM instead of 8mb help me?

Yes, but only a VERY little. You need to go for a Pentium which is an
expensive upgrade, or a high-end 486 which is a cheap upgrade, but only
a stop-gap to the inevitable Pentium upgrade later on. Your choice :(
Check out the May issue of Sim Racing News for upgrade paths and the
best hardware for sim racing. The URL is in my .sig.
Cheers!

I ran in svga before the upgrade and it was not as smooth as I would like. After the addition I have NOT noticed any change:).I tried ICR2 on my 486/66. It had 32 Meg. I could only run high rez
with ALL detail off. Even then I felt my poor machine was being overtaxed.
I found traction to be unrealistically low. I soon lost interest until I
upgraded to my new machine.
I have never had less than 32 Megs of memory, but I remember someone
posting that if you didn't have enough memory, you had problems at the
longer tracks. I don't remember if the the problem was that you couldn't
race, or couldn't tape. Try Elkhart Lake, that's the longest track there
is. If you can run there, and tape there, I don't think more memory will do
anything for you.
