It certainly shows up on the single race menus, but you would have to edit
INDY into the CALENDAR file if you want it in the championship season.
That should take about 60 seconds, it's pretty easy.
No other tracks, it's how Papy distributed the original paint kit though,
as well as coming with ICR1.05.
