Is there somewhere on the web a sort of topical index for all racing
sim related material: faqs, car sets, tools, editors, patches, ...
If not, it might be something to work on.

You inquired about an index, see the following:

Of course, it only applies to F1GP or World Circuit.

I am currently working on a web site that would be an index for all
racing sim material. However, only NASCAR Racing and Indy Car II.
Since these are the only two I own. Specifically, I have Racing
Leagues, Utilities, car sets and setups. If anyone has anything to add
or would like to offer advice, feel free to e-mail me. I will post the
URL to this site when it is finished. I am about a week from
completion (tops). I am also working on another web site for my own car
set, setups, etc... I will also include this site when finished. For
those of you looking for a site for a good NASCAR car set go to this
URL:

This carset was mentioned in Lee Buchanan's Offical NASCAR Racing
Strategies and Secrets book. It was done by Chris Frederick.
