Is it possible to turn the replay recording off?
I'm sure it would improve frame rates, if it's possible.

It records the replay regardless but throws it away if you don't save
it. Most sims work the same way and have done for several years.
rbr is a modern sim/game, designed for modern (and future) PCs. If you
aren't happy with the framerate but like the game, either turn off some
eye candy or upgrade your PC imo.

I don't think storing the replay data while you drive takes up a lot of
resources. Actually, I don't think it would make a difference at all. The PC
would have to work with the positioning data for the car in real time anyway
(off course). Why not write to a new memory address as the car moves along?.
It will consume memory (no problem if you have some), but not CPU cycles.
Have you tried to turn off all the unnecessary XP services? (Assuming you
have XP)

I have not gone through the list myself (yet) but I think it will make a
difference.
A bit alarming to hear your gfx card is not fully up to the task as I just
bought the same card. :-{

I can only apologise if my straightforward response caused offence, I
had assumed I was speaking to an adult.
To answer your question in a more appropriate manner:
Yes, it's possible to disable any feature in any sim or game if you know
how.
It would make very little difference to the framerate though, replay
recording uses your PC's memory, not it's graphics card. You are barking
up the wrong tree.

Storing a replay is not going to kill your frame rate AT ALL. It is saving
like 1MB of your input directly to memory, basically just leaving it there
once it gets there anyways. Putting 1MB of stuff into ram over the course of
several minutes won't do a thing to your performance.

Not the case at all...
