I often see people in this newsgroup comparing different games by
frames per sencond. I understand this principle but was wondering if
there is a specific program which you are using to check the fps of
the various games?
If so is it available to download via Internet?

I suspect most people just guess, but some games have the ability
to display their frame rate on the screen.
I don't know of any general program, but if you have a VGA to
NTSC/PAL converter, you can record the output and step through it
with a frame-accurate VCR. It's a lot easier with game consoles
that output NTSC/PAL directly.
