Will ICR 2 be limited to 15 too? I suppose not because Nascar isn't
and it's much better.

IndyCar Racing II is "limited" to 30 FPS. While we can do the graphics
faster than this, the physics and AI require a nice steady clock rate for
modeling the physical processes, and 30 Hz was a good rate (for several
reasons).
