A while back I got an article talking about how to change
the looks of the car you drive in ICR. It said you need
to use a hex editor. Can anyone tell me where to find one for DOS?

Use Norton Utilities or PCTools. If these products look too
scary to you, have someone hack the files for you who knows how to do it.
It only takes a few minutes to edit the file to change the look of your
car if you have the directions. Without them, you'll never figure
it out anyways.
I did mine wioth an ancient copy of Norton 4.5, which gets teh job done
just fine.
My car is now the Interstate Batteries sponsored green/black car. Looks
much better than that ugly blue/white thing.
