The COACH.DAT file on the above page will provide the correct default
coaching values (i.e., now they are mixed up for
Attack/Maintain/Defend, a pain since you can't save coach setting
changes from within the game).
You still can't save coach settings from within the game, but it looks
like it will be straight-forward to create an external editor.
