New Wheel- Best in Price Range?

Hi All, I believe I'm getting ready to invest in a new wheel soon and I was wondering what the best wheels in the $100-300 price range. I would prefer FF but not an absolute necessity. I would like pedals included also but I would buy them extra for the right wheel for the price. I know there are some guys who build and sell their own. Who are the quality builders and what are their prices? Thanks in Advance, Timmy
