Of course not, the keyword in that sentence is "only". AFAIK moderators can not prevent their group from appearing in a crosspost to a non-moderated group, so the absense of moderated groups in the crosspost further indicated to me this was not someone who had a genuine beef with the moderator in question, but instead some spinless gorm just looking to annoy other usenet posters.
