[GTRank] Car handicaps half-way there

Hi folks, car handicaps have been partly implemented on GTRank at http://www.schuerkamp.de/zope/gtrank/ There was a bug in the upload process that would sometimes register your NORDSCHLEIFE time (if you have installed this track) as a Monza time, so be sure to double check your laptimes on the "my laps" page.
