I've just started using VROC, and have a question on this (pardon me
if it's dumb -I haven't fully investigated the options).
Is it possible to have someone remotely set that option even if I
haven't set up the F2 options on my end (going in and changing the INI
file that lets you use ADVANCED TRAINER in regular races)?

Gday all.
Is there a way to set up a dedicated server so as everyone has to drive
the same car?
F2 Brabhams would be great fun.

Can't you just do that in WinVROC?
Host a race and set it to GP2 cars and Brahams only?
I've certainly been in races that only allow Ferrari, Murasama and
Coventry so I guess you can.

If you are using the "remote" host capabilities of WinVROC, yes....
Anyone that has the IP and boss password can set up any kind of race
(car limitations, etc.). Almost all of the options are available that
one has with a regular host (except custom length races).
