The patch, essential IMHO, will allow you to alter a lot of the game physics
(changing grass bogginess, for example, or making damage more realistic, car
heavier....all good stuff).
As to where to get it, can't remember, but I'm sure someone will fill you
in. When you get it, give me a shout, I'll send you my ral.cfg file, which
seems to be pretty realistic, if you'd like.
