Is there a site that post lap-times achieved at the various
tracks....something a newbie could use to determine if he is in (or out of)
the ballpark (so to speak)?

At least there is for the sim I'm thinking of.

That was almost certainly done without restrictor plates (track_type
=4 & chassis_type = 5 in the track.ini). I made the mistake several
months back of inadvertently uploading some non-RP times for both
Daytona and Talladega, so it's easy to do, whether intentional or
not...
