2. Which is the best site?
3. Does your N3 version have to be generic or can it have adde-ons & etc?

Through N3's mulitiplayer (WON), or join a league. :)

Site? For what? car files, setups, etc? Or leagues?

You need to be Papy patched (1204), and you can run some add ons. The "pit
wall patches" are generally frowned upon, and will keep you from being able
to join some league races. Other patches like spotter add-ons are okay to
use.
