I have downloaded the setup engineer twice from two different websites and I
still can't get it to work at all. I can't seem to extract the .cab file
from the zip file, when I try it says, "invalid compressed data to inflate".

Go to http://simracing.com/alison/gpl/, the Download section, and look around
the GRE page. You'll find a download page with a piecemeal option. Lets you
download the program bit by bit rather than with the CAB file. Or something...
