from 25fps with low detail @ 600x800 to 34fps with all detail @ 1024x768.
Today I started GPL and I was back at 25fps/low detail/640x480! I've tried
reinstalling the detonator drivers and reinstalling directx, but no
improvement. I have vsynch turned off and mipmapping set to high
performance. Any help would be greatly appreciated.

Get the 5.33 drivers there. They are rock solid with everything I've
tried, and I run GPL everything maxed at 36fps 1152x864.
First, also try removing the drivers you have installed by going into
"Add/Remove Programs".
That should cover possible driver issues at least.
