When I start GPL I get 34 fps with all detail @ 1024x768 or i get 25 fps, no
detail, 640x480. I'm using the directx papy patch with a geforce
annihilator pro. I've tried 4 diff sets of drivers and still have the same
results.
Today I found out that my ESS sound device and the Geforce are both using
IRQ 5. When I try to change IRQ's for either device it won't let me. Any
help would be greatly apprecated.
Also, I have tried various combinations of geforce settings( vsync off, fog
table, etc) and i have run dxdiag.exe several times with no effect.

Try moving the Geforce to a different slot on the motherboard.
(unless this is an AGP card, in which case... nevermind.) IRQs get
assigned based on the PCI slot a board is in.
See if you can allocate a particular IRQ to a particular PCI slot in
your CMOS setup. Some can, others can't.
Go to "My Computer", right-click and select "Properties". Go to the
"Device Manager" tab and scroll down to "PCI Bus" under "System
Devices". Bring up it's property dialog and select the "IRQ Steering"
tab. Uncheck "Use IRQ Steering".
See if any of these will do the trick for you.

integrated audio. Am I out of luck?
