In GPL, when preparing a setup for an F2 car, does it make sense to begin by copying an existing F1 setup for the same track and car, and to tweak from there? If so, I assume that the major differences would be in the gearing. Can anyone shed some light on general guidelines when doing this? Or, am I totally offbase here? Thanks.

Works for me... Try Greger Huttu's fine setups which may need some adjustment for brake balance, tire pressures and differential settings to suit you. I found his F1 Lotus gearing perfect for the F2 gearboxes; the exception being that a F2 Eagle and Repco can use a click or two taller G5.
