You have a few choices. You can either get ResTools, can't remember the link
yet but I'll find it and repost. That will give you the ability to extract
the res files and put cars in there. You could also find a site, like
mine<G>, that has both the .tex files and .tga files. As for sites to get
cars I'm kinda biased. Check out http://www.3stoutsracing.com/heatscreen.htm
