I got tired of manually editing of the PLR file everytime
I've changed a setting in the game so I wrote this simple
tool. Check it out, maybe you find it somewhat useful.
http://1st-blaze.euhost.com/files/f1cs_dzf10.zip (160KB)
From the readme:
This utility will set the JoystickDeadzone entry in the
respective PLR file to 0.00. The game will set this value
to the default 0.20 everytime you change any of the
game options, but now you you can simply Alt-Tab
out of the game, run the DeadZoneFix and go back
into the game, the deadzone will be set to 0.00 again.

The link's not working for me. Are you sure it's correct?

EXCELLENT! Logitech owners will be singing your praises for years to
come! <G>
Make sure you send this to the Blackhole Motorsports folks so they can
get it posted there, too.

Sorry guys, I ran into a problem with the program just after posting
here. I immediately cancelled the message but apparently it already
made it to some servers. Sorry for the false alarm, as soon as I've
fixed the prob I will announce it here.

To be honest, that "problem" was just a lack of testing on my side. :)
I was simply assuming that the corrected value (0.00) would
automatically take effect (like changes to the *.veh files for
instance). But it appears as if you'd have to restart the game or at
least change to a different player and back, to have the game read
the PLR file again.
Now with my crummy joystick the deadzone changes are not all that
obvious so I'm never 100% sure whether I'm driving at 0.20 or at 0.00.
Therefor I'd like someone to test to utility before I release it to
the public (again), if you're interested drop me a note and I'll send
you the 160KB.
Thanks,
Jan
