Where to send N4 Replay of werckers

Got replays of known wrecker in N4. Where do I send them??? Pappy needs to change system. How a guy gets a 4 rating with a 1.7LPI is.....well it shouldn't happen. LPI needs some work to ensure that guys like this can't drive up everyone elses LPI. LPI definately need to be considered in rating. DB (Don't gimme NOCRAP in E-mail)
