Are the gear ratios of say, the Lotus for a given track comparible to
the Eagle's for the same track?
In other words, would I be making a grave mistake using Eagle gearing
with the Lotus (or any other chassis)?

Yes, you would make a grave mistake.
For example:
The Eagle can pull 10000 RPM, whereas the Lotus kan only pull 9000 RPM
(or thereabouts).
This means that your gearing will be either too short, or too long
depending on what gearing you're copying to what car.
Try using a Honda/Murasama gearing (Max 10900 RPM), in a Brabham (max
8200 RPM), would get you into all sorts of trouble :-)

I recently had to run a Cooper race at Spa so rather than diddle with setups
for a car I'd never driven I copied my Lotus setup to a .CO1 file then just
set the gears the same as somebody else's Cooper setup for Spa.
I had to fiddle the gears a little bit to suit my driving style, and camber
a bit too, as the car weights are different, but it worked fine, I finished
3rd :)
