Assuming you're talking about the ratings within the Opponent Manager, each rating controls that aspect of that car's performance when it's an AI car. They should be preset to give relatively realistic results, but you can mess with them to make Mark Martin dominate or whatever you want. None of the ratings have any effect when you're driving that car, only when it's a computer car.

In N4 what's the purpose the driver ratings and how do they work?
The online ratings are used to separate the good drivers from the abysmal.
By racing online through Sierra you gain or lose points based on several
factors. The races themselves can be limited to any one or group of
levels...so drivers with low/poor rankings won't be able to join races that
only allow say..rated drivers from 6 on up. This keeps the hotdogs from
having to dodge poor wobbly drivers like myself.
