Is there a central location to upload and download N2K2 carfiles?

No, But if you join a league that would be the place to excahnge car files. And several sites like
thepitwagon and and blackholemotorsports have the latest paint schemes available if you want them.
It doesn't do any good to have carfiles of people you don't tend to race against unless you want to
race against their paint schemes offline.
