When playing HEAT I have it set up to use all the flags. However I seldom see
one...yellow etc...is it because I usually race short races...is there a time
or number of laps or percentage I need to race to get cautions etc?

Heat has very little flag intervention. You will get a yellow if there is
a BIG pileup and blackflag if you speed entering the pits but most of the
racecraft, managing yellows and fixing damage in small time frames before
the pace car comes around is missing.
