Maybe the cars are stranded in a save spot.
In F1GP they werent always completely removed either

In real racing they also leave cars on the track as long as they are in a
save spot (away from cliping point, run off area..) or pushed into a save
area.

The 1994 cars were heavier than the 1991 cars.

Is more realistic, as in a real gp you can see broken down cars....
